Fighting Terrorism with Democracy: How Norway's Prime Minister Plans to Heal His Country (Time.com)

Jens Stoltenberg, the Norwegian prime minister, is sitting in a garden chair on a sun-drenched terrace in a comfortable, but not exceedingly luxurious house. A gardener plies a hole in the black loam with his spade, and then plants a small bush of purple Aster in full bloom as a garden waterfall bubbles tranquilly nearby.

Since July 22, when twin attacks by a right-wing extremist destroyed Stoltenberg's office, left 76 dead, and rocked Norway, Stoltenberg's bucolic home-office has doubled as his command center. In one room, a group of aides are huddled over laptops. In another, two security guards seem to be trying hard to remain invisible and pass the time. The furniture is modern, but not extravagant. If Norway were a house, it might resemble the prime minister's residence: modern, functional, wealthy, but a home that would fit a dentist or a lawyer just as easily as the head of government. "This house says a lot about Norway," says Stoltenberg, a fit 50-something, sporting dark athletic sunglasses, in an interview with TIME. "One of our qualities is that the distance between political leaders and the people is smaller than in many other countries. Our challenge now is to try to remain a society where people can still be close to their political leaders."

That is Stoltenberg's mantra. Since Friday's bombing and shooting of dozens of teenage members of his left-leaning Labor Party by a right-wing extremist named Anders Behring Breivik, Stoltenberg has stayed on message at every occasion, whether in press conferences, or memorial services in Oslo, or facing a barrage of television cameras. He insists that Norway will not change.

Stoltenberg works the message, perhaps to calm Norwegians' fear of change and uncertainty, but also to keep the political realities clear. Asked what his first thought was when he learned that the attacker was a white Norwegian and not a dark-skinned Muslim, he said: "The first thing I thought is that this will create a completely different debate than if it was a foreigner." A white home-grown right-wing attacker turns the debate in Stoltenberg's favor. Instead of getting grilled by a resurgent right charging the government with being soft on terrorists, Breivik has put right-wing politics on the defensive in Norway. And Stoltenberg and his Labor Party are clearly benefiting.

As he worked his way up the Labor Party ranks, Stoltenberg - a former journalist - was a regular visitor at the annual retreats in Utoya, a place, he says, where young Norwegians and government ministers would hang out and discuss politics. He has at times been a controversial figure in Norway. In his youth, he hung out in radical left circles and was active in anti-American protests in Oslo that decried the Vietnam War. Stoltenberg has admitted to smoking marijuana in his teenage years. In the 1990s, he served in various government posts, including Ministry of Industry in the Third Brundtland Cabinet, a Labor-led minority government. Stoltenberg previously served as prime minister from 2000 to 2001; his current term began in 2005.

In a culture where private emotions are usually kept private, Stoltenberg has given impassioned speeches over the past few days, often appearing close to tears, and hugged Oslo citizens. His spirited defense of Norway's democratic tradition in the face of the July 22 attacks has also won him sympathy from voters. In a public opinion poll published this week by the Oslo-based newspaper VG, 94% of Norwegians polled said Stoltenberg was doing his job "well" or "extremely well," scoring even higher than Norway's King Harald, who scored 76% approval. "It's seldom that anyone gets results that are as unambiguous as this," Anders Todal Jenssen, political scientist at Norway's technical university NTNU in Trondheim, told Norway's NRK television. Norwegian media are also reporting this week that all of the country's main political parties have seen a surge in membership. (See TIME's photos: "Inside the World's Most Humane Prison.")

Stoltenberg's popularity will allow him to retain control of the debate as it moves back to the policy arena in the coming weeks. Already he is preparing to propose heightened security measures. But there will be nothing that even resembles a U.S.-style Patriot Act or some of the anti-terror measures seen in the United Kingdom, Germany or France. Stoltenberg has created an independent commission to investigate the official response to the attacks and draw conclusions for security policy. Does that mean that Norwegian police will routinely carry firearms or that metal detectors will be installed in all public buildings? Not likely.

"Even if we had armed police, it wouldn't have changed a thing at Utoya or downtown Oslo," he says. "No society will ever be able to have security measures which gives you 100% security against violence, and especially not against what we believe was a one-man, lone wolf act of violence."

Stoltenberg is not the only Nordic politician who has fought the corsets of security commonly imposed on holders of public office in Western Europe and the United States. But that freedom has often carried a heavy price. In 1986, Swedish Prime Minister Olaf Palme was gunned down in the streets of Stockholm as he walked home from the movies with his wife and no bodyguards. In 2003, Swedish Foreign Minister Anna Lindh was stabbed to death while shopping in a department store. (See More on Anders Breivik.)

Still, with the threat of Islamic terror growing and the arrests in Norway last year of three suspected terrorists, the country is imposing more security measures on its political leaders than ever before. The area where Breivik planted his car bomb, for example, was due to be sealed off to public traffic. "We were just in the process of closing this street because it goes between two government buildings," says Stoltenberg. "When I was prime minister in 2000 and 2001, there was hardly any security at all. I could just walk around Oslo without any body guards. Now I have security."

This security dilemma is hardly unique to Norway. Many countries today are faced with the question of how to hold firmly to democratic principles, civil liberties and freedom of movement even as those characteristics of societies make citizens more vulnerable to madmen. But Stoltenberg insists that you cannot compare Norway's experience with that of the United States in the aftermath of the Sept 11, 2001 attacks. "We are a tiny country," he says. And yet, who could argue when he says that the "response to violence is more democracy, more openness, and greater political participation."

House GOP to change stalled debt bill (AP)

WASHINGTON ? House Republicans say they will change stalled legislation to avoid a national default in hopes of gaining the votes needed to pass it as early as Friday.

Rep. David Dreier of California says the measure will still raise the debt limit by $900 billion and cut spending by $917 billion. But a second increase in borrowing authority wouldn't take effect unless Congress sends a constitutional balanced budget amendment to the states for ratification.

That was a key demand of rebellious conservatives who withheld their votes from the legislation on Thursday night.

There is no immediate word on when the House will vote on the revised bill. The government faces the prospect of an economy-shaking default if Congress doesn't raise the debt limit by Tuesday.

Watermelon seeds: What's the difference between the white and black ones?

Watermelon. Click image to expand.Watermelons, as anyone who's ever eaten one has likely noticed, contain both small white seeds and larger black ones. Seeing as it's watermelon season, the Explainer thought she'd answer the terribly pressing question: What's the difference between the seeds?

Maturity. All watermelon seeds start off small and white before growing into larger black, red, tan, or dotted seeds. (More on these less-familiar colors later.) The average American watermelon has about 200 to 800 seeds, and roughly 5 percent of those are still immature upon harvest. These seeds are infertile, so unlike their black cousins, you can't use them to plant your own crop of watermelons.

Undeveloped seeds should not be confused with seeds from white-seeded watermelons, which are very common in China and the Middle East (not so much here). American farmers tend to produce watermelons of the black-seeded variety for aesthetic reasons, but watermelons have a vast array of gene combinations that can produce a variety of seed, rind, and flesh colors.

Along with squash, cucumber, cantaloupe, and pumpkin, watermelons are members of the cucurbit family, which produce fruits called "pepo"?modified berries with thick rinds and a fleshy center. While all cucurbits start out with white seeds, watermelons are the only ones with seeds that can then change into various colors.

Despite the childhood myth that swallowing watermelon seeds will cause you to grow a watermelon inside your stomach, all watermelon seeds?mature and immature?are perfectly edible. Some speculate that if you swallow a whole seed it could get stuck in your intestines, but chewing it up a bit will solve that problem. Watermelon seeds are filled with vital nutrients that can give you a large dose of your day's recommended protein intake.

Bonus Explainer: Why do "seedless watermelons" have seeds? They only look like they do. Seedless watermelons are sterile hybrids, but they sometimes contain little hard seed coats. If you look inside of these, you'll find that they're completely empty.

ESPN 2.0 brings a new interface and new features to Xbox Live on August 25 (Digital Trends)

ESPN was a cool addition to Xbox Live when it launched last year, but the range of features are admittedly limited in comparison to what you can get online or through your TV. That?s all going to change when the network launches ESPN 2.0 on Xbox Live, which was detailed in a new preview over at Gizmodo.

The revamped Xbox app launches on August 25, timed to coincide with the September start of the college football season. All of the content is funneled in from ESPN3, just like before, but the interface has been spruced up with a new look and new features. ESPN 2.0 will allow viewers to load up two HD streams of games and switch between them using remote/gamepad or Kinect voice controls. One of the provided examples suggests loading up the same game in two windows, using one to keep up with what?s happening in real-time and the other to access replays.

The user interface has been tweaked as well, with a new mini guide at the bottom of the screen containing thumbnail links to content and information about whatever game you happen to be watching, updated in real time. The screen will also be graced by a live scoreboard positioned at the right. You?ll only see college football scores when the update launches, but more are expected to arrive in short order.

Video creators look for bigger audiences at VidCon (AP)

LOS ANGELES ? At a weekend conference for online video, one might expect cute puppies or unlucky skateboarders to be in attendance. Perhaps a "Twilight" cast member or Rebecca Black would be there?

Yet none of the above is present, though one panel ? "I Got This, You Got This, Now You Know It" ? is named after a lyric from Black's viral music video sensation "Friday."

The attendees at the second annual VidCon, which runs through Sunday at a Century City hotel, are decidedly more aspirational than accidental. They are sketch comedians, musicians, make-up artists, animators, acrobats and other creative-types seeking to build their online followings and meet like-minded online video creators.

More than 2,400 attendees are expected to attend ? and record ? sessions on such topics as how to create special effects on the cheap and how to juggle a job and passion for crafting online video. Online video luminaries like "Annoying Orange" creator Dane Boedigheimer and singing sensation Jimmy Wong will be among the speakers.

"YouTube really is a cult of personalities," said Ben Relles, the mastermind behind the "Obama Girl" viral video who now works at YouTube developing online video talent. "As you'll see this weekend, people who have big-time personalities and are able to rally fanbases around them tend to do really well on the platform. It's a really social platform."

During a Thursday panel about growing audiences, Relles advised creators to be consistent, trim what's unnecessary and pay attention to the first 15 seconds of their videos. He said the algorithm that YouTube uses to promote videos measures how long viewers actually watch them. If watchers don't make it past the first 20 seconds, it's as if they didn't click on it.

In recent years, thousands of amateurs have gone pro on YouTube, transforming their part-time hobbies into full-fledged careers by becoming one of the Google Inc.-owned company's "partners," a group of uploaders with whom YouTube shares advertising revenue. Despite the popularity of online video, many creators still want mainstream success.

Ryan Pino, a 21-year-old college student from Long Beach, Calif., who posts videos of himself playing and teaching guitar on the "pinoguy321" channel, came to VidCon looking to meet future collaborators. His goal with his YouTube channel is to reach 100,000 subscribers. He currently has just over 5,000 followers. Ultimately, he wants to sell his own tunes.

"YouTube is great, but it's definitely not the endgame," said Pino. "The endgame is playing shows and touring."

Rhett McLaughlin and Link Neal, pioneers of the online video realm with a series of silly creations, crossed over from YouTube to IFC this year with "Rhett & Link: Commercial Kings," a half-hour series documenting the duo as they produce over-the-top local commercials. Neal doesn't think of online videomaking as just another way to break into Hollywood.

"We want to have a hand in all genres," said Neal, "even writing books."

With the proliferation of online video beyond computers on devices like smartphones and TVs, attendees of the sold-out conference ? including organizers John and Hank Green, known online as the Vlogbrothers ? think there's room for growth, including for VidCon itself.

While it's not quite another Comic-Con just yet, next year's VidCon is expanding from a modest hotel to a larger venue: the Anaheim Convention Center.

Applications for unemployment aid drop below 400K (AP)

WASHINGTON ? The number of people seeking unemployment benefits dropped last week to the lowest level since early April, a sign the job market may be healing after a recent slump.

The Labor Department said Thursday that weekly applications fell 24,000 to a seasonally adjusted 398,000. That's the first time applications have fallen below 400,000 in 16 weeks.

The four-week average, a less volatile measure, dropped to 413,750, the lowest since the week of April 23.

Stocks rose slightly after the report was released.

Economists cautioned that the lower level only reflects one week of data and that doesn't necessarily signal a trend.

The drop "is clearly good news," said Joshua Shapiro, an economist at MFR Inc. Still, "we would prefer to see further data before concluding that the earlier downtrend in claims is being re-established."

Applications had fallen in February to 375,000, a level that signals healthy job growth. But they then surged to an eight-month high of 478,000 in April and have declined only slowly since then.

Some of the drop likely reflects seasonal volatility. Applications were elevated earlier this month partly because of temporary layoffs in the auto and other manufacturing industries, which are ending. Many auto companies close their factories in early July to prepare for new models.

The total number of people receiving benefits, meanwhile, dipped to 3.7 million. That doesn't include millions of people receiving extended benefits under emergency programs enacted during the recession. All told, 7.65 million people received benefits in the week ended July 9, the latest data available.

The number of people seeking benefits remains higher than would be expected in a healthy economy. Consumers are holding back on spending because of stagnant wages, high unemployment and tight credit. That's restraining economic growth.

Analysts forecast that the economy grew in the April-June quarter by an annual rate of only 1.7 percent, the second straight quarter of anemic expansion. The government reports on second-quarter growth Friday.

Hiring has slowed in recent months. The economy added only 18,000 net jobs in June. That's the fewest in nine months and below the average of 215,000 jobs per month that the economy added from February through April. The unemployment rate rose to 9.2 percent last month, the highest level of the year.

Manufacturing had been a bright spot in the economy since the recession ended two years ago. But it has stumbled in recent months. Orders for long-lasting manufactured goods fell 2.1 percent in June, the Commerce Department said Wednesday. It was the second drop in three months.

Economists had expected orders to increase, noting that temporary constraints have eased. In particular, gas prices have come down slightly since peaking in the spring. But manufacturing output has also been slowed by the Japan earthquake, which has disrupted global supply chains and created a parts shortage in the auto and electronics industries.

Federal Reserve Chairman Ben Bernanke and many private economists expect growth to pick up in the second half of this year, predicting those temporary factors will fade. Gas prices, for example, averaged $3.70 a gallon on Wednesday, down from their peak of nearly $4 in early May.

But some are growing more concerned that the economy's weakness will persist. The Fed said Wednesday that its survey of economic activity found growth slowed in eight of its 12 regions in June and early July. The report, known as the Beige Book, was the weakest this year.

Many economists are becoming more pessimistic about the second half of this year. Goldman Sachs recently cut its estimate for growth in the July-September period to 2.5 percent, down from 3.25 percent. JPMorgan, meanwhile, reduced its estimate to 2.5 percent from 3 percent.

Growth of about 2.5 percent is barely enough to reduce the unemployment rate. The economy would need to grow 5 percent for a whole year to bring down the rate by one percentage point.

Gold prices hit nominal record highs again Monday, settling at $1,612 an ounce in New York trading. The usual culprits were to blame: gridlock in Washington had yet to produce a deal on raising the debt ceiling, while another downgrade of Greece?s credit rating rattled the euro zone.

Part of gold?s allure is that it?s supposed to offer protection against both inflation and financial instability. But there are other investments that provide insurance against instability (the Swiss franc, for example). And when it comes to inflation, well, pretty much all commodities get a lift. (Stocks also benefit from inflation, as we wrote a while back.)

As for investing in metals, all that glitters has not been gold recently. Indeed, gold futures haven?t been nearly as good a bet as some other shiny metals, especially silver. Meanwhile, prosaic old copper, a key indicator of global economic health, has been just as good as gold.

Have a look at this chart of the relative performance of five major metals over the past month, using data courtesy of Finviz.com:

Silver (an inflation hedge with lots of industrial uses, too) has been the biggest beneficiary of any flight to metals, jumping 16.8 percent over the last month. Palladium, used in the auto industry, among others, has also bested gold by a wide margin, gaining 10.2 percent.

Copper (used in, well, everything) has essentially matched gold?s performance with a 7.6 percent gain. Platinum (another biggie for the car industry) has underperformed gold but still put up a nice return of nearly 7 percent.

An advantage of copper, platinum, palladium and silver is that they trade on industrial demand more than gold does. (Gold has industrial uses, too, including jewelry and electronics, but recent price action has been driven by investors and central banks.)

As we?ve said before, a properly balanced portfolio may or may not include commodities such as gold. Besides, if you have been inclined to speculate in precious metals, the real luster?s been found in silver. Gold?s up about 35 percent over the last year. Silver has more than doubled, jumping 120 percent.

Walmart puts Vudu on its main site to drive use (Reuters)

CHICAGO (Reuters) ? Wal-Mart Stores Inc is moving its Vudu video streaming and rental service to a place where it can get attract more eyeballs -- the Walmart.com web site -- as the growing service competes for attention with a variety of video services.

Adding Vudu to the main Wal-Mart site is the latest way the world's largest retailer is trying to be the go-to destination for shoppers, both in stores and, increasingly, online.

Vudu, which Wal-Mart bought last year, streams films and shows to computers, certain televisions, Blu-ray DVD players and Sony Corp's Playstation 3.

Wal-Mart declined to say how many people use its service, which does not offer monthly subscriptions like competitors such as Netflix Inc, although it did say Vudu continues to grow rapidly.

"Our user base has tripled since Christmas," said Edward Lichty, Vudu's general manager, who added that Walmart shoppers are a growing part of Vudu's business.

Before Tuesday, Vudu essentially operated on its own. Now, shoppers browsing Walmart's website (http://www.walmart.com/ or http://www.walmart.com/vudu) can order a DVD sent to their home or to a store for pickup and can also rent or buy releases digitally and stream them directly from Walmart.com.

These days, video streaming is picking up steam as people use computers, cellphones and tablets such as Apple Inc's iPad to buy and watch movies and television shows.

Netflix added 1.8 million subscribers during the second quarter, but sees its U.S. subscriber base shrinking this quarter after it made pricing changes that sparked outrage.

Amazon.com Inc, the biggest Internet retailer, just licensed thousands of television shows from CBS Corp.

Adding Vudu to Walmart's site may chip away at DVD sales, once a big revenue generator for Walmart stores. Still, studios are supportive of the Vudu business as "they certainly see the future in digital," said Lichty.

"You can't get movies any earlier than you can get them on Vudu," Lichty said.

Vudu's movie rentals cost $1 to $5.99, or $3.99 to $6.99 for 3D titles. Buying movies costs $4.99 to $19.99 for regular titles and $11.99 to $21.99 for 3D movies.

"Our value proposition is to be the price leader in an industry and it's no different in this business," said Steve Nave, president of Walmart.com. "We will always make sure that we're the price leader so if a competitor does something we'll make sure that we're still leading."

Netflix now charges a $7.99 monthly fee for streaming.

Blockbuster Inc has launched an aggressive campaign to lure Netflix subscribers, offering them the chance to rent unlimited DVDs by mail and trade them in for new movies in stores.

Walmart would not say whether it would make a bid for Hulu, the online video site that Walt Disney Co, News Corp, Comcast Corp's NBC Universal and Providence Equity Partners have put up for sale. Netflix said on Monday it would not bid for the rival.

Eduardo Castro-Wright, Wal-Mart's vice chairman for eCommerce and sourcing, hinted at a Vudu service designed for the iPad in a recent presentation, but the company did not confirm any such plans.

A while back, there was a rumor that "Jersey Shore" star DJ Pauly D would be an opening act on Britney Spears' Femme Fatale tour. That rumor can now be confirmed as true. Pauly D will open for the singer on six of her August tour dates.

He's set to hit the road with Spears on August 17 in Grand Rapids, Michigan, before his jaunt with her wraps on August 25 in Charlotte, South Carolina. "I am so excited to be performing on the Britney Spears Femme Fatale tour," he said in a statement. "Britney is one of my favorite performers and certainly one of this generation's most influential artists. It's an amazing platform to connect with my fans around the country."

Spears currently has several artists opening for her, including Jessie and the Toy Boys, Nervo and Nicki Minaj. Pauly D served as Spears' warm-up act at her gig in Las Vegas in March, where he spoke to MTV News about her influence on pop music.

"What it means to DJ a concert like a Britney Spears concert or something like that, it's an association with monsters like Britney Spears and it just legitimizes your career," he explained at the Palms Hotel and Casino, where Spears electrified the stage just days before she dropped her album. "And it's just fun being onstage with Britney Spears performing like she's performing. I love it. I couldn't ask for more."

And if fans are expecting Pauly to DJ some of the singer's greatest hits, they'd better think again. "A DJ should not play the artist's songs at her concert 'cause she has to perform these songs," he said. "I'm not going to be playing any Britney before she performs; maybe after. I'll let her perform, let her shine 'cause it's her night."

Though he hasn't quite reached the heights that he plans to, the 25-year-old is well on his way. The Astronaut Kid, as he calls himself, established his sound on a pair of mixtapes he dubbed 1000 and Dirty Sprite. Since then he has been on a tear. Future is now heralded as Atlanta's biggest young street artist and his latest tape, True Story, reflects his popularity. According to the rapper, all of his material is based on real events that have happened in his life.

"Right now we represent music with substance, music that has meaning behind it. It's just motivational music, everyday life stories and just put it all together on the track," Future said. "I make music from my soul, so it comes across to my fans the same way. So when it touches them, it touches their soul and it comes across right." So far it has!

Spectacular Astronaut Photo Shows Final Space Shuttle's Fiery Trip Home (SPACE.com)

An amazing new photo snapped by an astronaut in orbit shows the fiery trail left by the space shuttle Atlantis as it plunged through Earth's atmosphere today (July 21) on its final trip home.

The photo was taken by an astronaut on the International Space Station. It shows the bright plasma trail created by Atlantis as the shuttle zoomed through the atmosphere on the way to a picture-perfect landing in Florida.

Atlantis flew NASA's final mission of the 30-year space shuttle program, so the new photo is the last time an astronaut will ever see a shuttle plasma trail from orbit. [See the stunning photo of Atlantis' descent]

"This unprecedented view of the space shuttle Atlantis, appearing like a bean sprout against clouds and city lights, on its way home, was photographed by the Expedition 28 crew of the International Space Station," NASA officials explained in a photo description. "Airglow over Earth can be seen in the background."

Atlantis landed at NASA's Kennedy Space Center at 5:57 a.m. EDT (0957 GMT) today to complete the 135th and final mission of NASA's shuttle program. The shuttle fleet is being retired to make way for a new program aimed at deep space exploration to an asteroid or Mars.

But before Atlantis touched down in Florida, it was flying in orbit at a speed of about 17,500 mph (28,000 kph). After firing its rocket engines to slow down, the shuttle plunged into Earth's atmosphere at hypersonic speeds, creating a plasma glow of super-heated air around its heat shield.

It's that glow that space station astronauts photographed in the amazing image. During Atlantis' landing, NASA officials said that American astronaut Mike Fossum on the station radioed Mission Control in Houston to say he could see the glow of Atlantis' re-entry from the orbiting lab's Cupola observation deck.

Atlantis' commander Chris Ferguson also radioed Mission Control during re-entry. He said he wished he could share the beauty of the plasma glow with everyone on the ground.

"We're elated to be back here in Florida," Ferguson said after landing.

During their 13-day flight, Ferguson and three crewmates delivered a huge haul of supplies to the International Space Station to help keep it stocked now that the shuttle fleet is no longer flying. Their mission was the 135th and final flight of NASA's shuttle program, which first launched into orbit in April 1981.

But now, Atlantis is in Florida to stay.

The shuttle will eventually be moved to the nearby Kennedy Space Center Visitor Complex to be placed on display as a museum showpiece. ?NASA's other space shuttles ?Discovery, Endeavour and the prototype Enterprise, which never flew in space ? will also be sent to museums.
