Uccello?s letter was sent to Thomas Panza, an attorney for Automated HealthCare Solutions, a politically influential firm that provides dispensing technology to doctors and has led efforts to kill the price-limit proposal. Earlier this week, Panza raised conflict-of-interest questions about members of the task force subcommittee, which includes former House Speaker Larry Cretul ? who now works in the Florida Chamber?s political operation.

The debate centers on doctors dispensing what are known as ?repackaged? drugs in their offices to workers-compensation patients, instead of writing prescriptions that would be filled at pharmacies. Such repackaged drugs are not subject to the same price limits that apply to other drugs in the workers-compensation system.

Major business groups, such as the chamber, Associated Industries of Florida and the National Federation of Independent Business, lobbied heavily this year to try to apply the same price limits to doctor-dispensed drugs. But the proposal died, after particularly facing opposition in the Senate.

The business groups contend that placing the price limits on doctor-dispensed drugs could reduce employers? workers-compensation insurance costs by $62 million. But Panza has repeatedly questioned the validity of such numbers.

Also, opponents of the price limits argue that doctor dispensing can help improve care of workers-compensation patients. They say it increases the compliance of patients getting and taking needed medications.

Hart told the subcommittee Thursday that the chamber doesn?t oppose physicians dispensing drugs ? only the ?sheer markup? in the prices.

HELENA, Mont. (AP) ? Twenty-two states and the District of Columbia are backing Montana in its fight to prevent the U.S. Supreme Court's 2010 Citizens United decision from being used to strike down state laws restricting corporate campaign spending.

The states led by New York are asking the high court to preserve Montana's state-level regulations on corporate political expenditures, according to a copy of a brief written by New York's attorney general's office and obtained by The Associated Press ahead of Monday's filing.

The Supreme Court is being asked to reverse a state court's decision to uphold the Montana law. Virginia-based American Tradition Partnership is asking the nation's high court to rule without a hearing because the group says the state law conflicts directly with the Citizens United decision that removed the federal ban on corporate campaign spending.

The Supreme Court has blocked the Montana law until it can look at the case.

The Montana case has prompted critics to hope the court will reverse itself on the controversial Citizens United ruling. The 22 states and D.C. say the Montana law is sharply different from the federal issues in the Citizens United case, so the ruling shouldn't apply to Montana's or other state laws regulating corporate campaign spending.

But the states also said they would support a Supreme Court decision to reconsider portions of the Citizens United ruling either in a future case or in the Montana case, if the justices decide to take it on.

Legal observers say don't count on the Supreme Court reconsidering its decision.

"It is highly unlikely that the Court would reverse its decision in Citizens United," said law professor Richard L. Hasen of the University of California-Irvine.

At best, the court would listen to arguments and might agree a clarification is needed to allow the Montana law to stand. But even that is a long shot, Hasen said.

Montana Attorney General Steve Bullock argues that political corruption in the Copper King era led to the state ban on corporate campaign spending. A clarification of Citizens United is needed to make clear that states can block certain political spending in the interest of limiting corruption, he said.

American Tradition Partnership argues that the state bans unfairly restrict the ability of corporations to engage in the political process that also affects them.

Bullock wrote in a brief to be released Monday that the state does not "ban" corporate political speech, rather, it regulates that speech by requiring the formation of political action committees.

The Democrat, who is running for governor, said the upstart political corporations hoping to take advantage of unfettered spending are merely "an anonymous conduit of unaccountable campaign spending."

Montana and the other states are asking the court to either let the Montana Supreme Court decision stand or to hold a full hearing. They argue laws like the one in Montana that bans political spending straight from corporate treasuries are needed to prevent corruption.

The other states, many with their own type of restrictions hanging in the balance, argue local restrictions are far different than the federal ban the court decided unconstitutionally restricted free speech. Further, state elections are at much greater risk than federal elections of being dominated by corporate money, requiring tailored regulation, the states' court filing says.

"The federal law struck down in Citizens United applied only to elections for President and U.S. Congress," New York Attorney General Eric Schneiderman wrote on behalf of the states. "By contrast, Montana's law applies to a wide range of state and local offices, including judgeships and law enforcement positions such as sheriff and county prosecutor."

The joining states, unlike Montana, ask the court to go further and reconsider core findings in Citizens United. They argue, for instance, it was wrong for the court to say unlimited independent expenditures rarely cause corruption or the appearance of corruption.

And other critics of the Citizens United decision who believe the court was wrong to grant corporations constitutional rights, have intervened and asked the court to reverse itself.

"There is a growing bipartisan consensus that Citizens United needs to be overturned, and Montana is leading the way," said Peter Schurman, spokesman for a group called Free Speech For People. "The Supreme Court has an opportunity to revisit Citizens United here. [derevushka] 'small town,' Party Zahn is ???????? [partizan] 'partisan' (the partisan fighting behind enemy lines is a familiar figure in Russian/Soviet life and literature), and "thrown away the hooves" is ???????? ?????? [otbrosil kopyta (thanks, Valera!)], a slang phrase comparable to "kicked the bucket." Similarly, later on ???????? [difiramb, 'dithyramb, eulogy'] becomes "Dee Fee Rumba" and ?????? ????? NATO invites Pakistani president to Chicago summit amid signs Islamabad to reopen supply lines

ISLAMABAD (AP) ? NATO on Tuesday invited Pakistan's president to the upcoming Chicago summit on Afghanistan, the strongest sign yet that Islamabad is ready to reopen its western border to U.S. and NATO military supplies heading to the war in the neighboring country.

President Asif Ali Zardari was expected to accept the invitation, a Pakistani official in Washington said.

Pakistan blocked the routes in November after American airstrikes killed 24 of its troops on the Afghan border. The attack sent ties between Washington and Islamabad to new lows, threatening regional cooperation needed for negotiating an end to the Afghan war.


The developments signal something of a rapprochement between the two countries, but tensions are likely to bedevil what has long been a brittle relationship, scarred by mistrust on both sides. Many in Washington believe Pakistan is supporting the Taliban, making the Afghanistan war unwinnable.

The U.S. expressed regret for the airstrikes and has been quietly pressing Pakistan to reopen the routes over the last two weeks. Washington and NATO stepped up those efforts in recent days, and officials had said Islamabad would not be welcome at the two-day summit beginning Sunday in Chicago unless it did so.

NATO Secretary-General Anders Fogh Rasmussen phoned Zardari on Tuesday afternoon to invite him to the meeting, according to a statement from the Pakistan government and NATO.

"This meeting will underline the strong commitment of the international community to the people of Afghanistan and to its future," NATO spokeswoman Oana Lungescu said in Brussels, where the alliance is based. "Pakistan has an important role to play in that future."

Nadeem Hotiana, a spokesman for the Pakistani Embassy in Washington, said Zardari "is likely to attend." He said the Pakistani leader's participation wasn't conditional on reaching an agreement with the U.S. over reopening the supply routes to Afghanistan.

"The invitation we received is unconditional," he said.

Pakistani civilian and military leaders met Tuesday to discuss the possibility of lifting the supply line blockade. In a statement, the Cabinet's defense committee endorsed the invitation to Chicago, suggesting that Zardari would accept it.

It stopped short of saying the supply routes would be immediately reopened but said that talks with the U.S. and NATO over the resumption should be "concluded." The full Cabinet is scheduled to meet on Wednesday to discuss the issue.

State Department spokeswoman Victoria Nuland was cautious, saying U.S. and Pakistani officials were still negotiating in Islamabad on reopening NATO supply routes. She said that a deal before next week's NATO summit would be a "wonderful signal" but that the alliance decided that Pakistan should participate regardless of whether an agreement is finalized.

Pentagon spokesman George Little said the U.S. was hopeful that "in the very near future" the lines would reopen.

Pakistan sought to use the deadly American air strikes in November to extract new terms from the United States in what has always been a tense and largely transactional relationship. Noone expected the blockade to be permanent, so the main question became what concessions Islamabad could receive for reopening them.

The country's parliament also demanded an apology from Washington for the border incident and an end to America's drone strike campaign against militants in northwestern Pakistan, but neither appears likely, U.S. officials say. Negotiators from both countries have been discussing the drone strikes, which are unpopular in Pakistan, but Washington has said it will not stop them because they are vital to keeping al-Qaida on the defensive.

The defense committee only said the country "would remain engaged" with the United States on the question of an apology and the cessation of drone attacks.

By maintaining the blockade, Pakistan's teetering economy risked missing out on millions of dollars in international development and loans, as well military aid. It was also facing the prospect of being left out of discussions on the future of Afghanistan.

The blockade forced NATO to reorient its logistics chain to more expensive routes across Russia and Central Asia. While the war effort has not suffered, the Pakistani routes will be more important in coming months as NATO begins to pull out of Afghanistan, with a 2014 deadline for the withdrawal of all foreign combat troops.

Pakistan has some bargaining power of its own because its cooperation is seen as important to striking a peace deal with the Taliban and their allies in Afghanistan that would allow foreign troops to withdraw without sending the nation into further chaos.

The weak government risks some backlash from nationalist and Islamist groups, as well as militants, by reopening the supply lines. But the powerful army, which has influence over much of the country's media and some of its most firebrand politicians and clerics, is likely to tamp down the outrage.

More than 50 heads of state will attend the meeting in Chicago, including President Barack Obama who will be speaking in his hometown.

Suu Kyi in cautious nod to US sanctions freeze

Myanmar's pro-democracy leader Aung San Suu Kyi said Tuesday she would not oppose a freeze on US sanctions but urged caution, warning that her country could slide back after dramatic reforms.

Suu Kyi, who was sworn in May 2 as a member of parliament after spending most of the past two decades under house arrest, spoke via Skype to a rare event in Washington involving former president George W. Bush.

Suu Kyi gave a cautious nod to a call Monday by John McCain, a leading senator of Bush's Republican Party, for a limited-time freeze on most sanctions on Myanmar -- similar to a recent move by the European Union.

"That is a way of sending a strong message that we will try to help the process of democratization but if this is not maintained, then we will have to think of other ways of making sure that the aspiration of the people of Burma for democracy is respected," Suu Kyi said, referring to Myanmar by its old name.

"I am not against the suspension of sanctions as long as the people of the United States feel that this is the right thing to do at the moment. I do advocate caution, though," she added.

"I sometimes feel that people are too optimistic about the scene in Burma... You have to remember that the democratization process is not irreversible."

Repeating one of her frequent themes, Suu Kyi said that reforms would only be considered irreversible once the military -- long Myanmar's most powerful institution with a history of abuses -- firmly committed to changing its ways.

Suu Kyi, the winner of the 1991 Nobel Peace Prize, enjoys wide respect across the political spectrum in Washington and her views are considered critical to any US decision to lift decades worth of sanctions on Myanmar.

Since taking office a year ago, President Thein Sein has surprised even many cynics by opening talks with Suu Kyi and ethnic rebels, allowing by-elections swept by Suu Kyi's National League for Democracy and freeing political prisoners.

But Suu Kyi said that Myanmar has not freed 271 political prisoners on a list handed by her party to the home ministry.

"There should be no political prisoners in Burma if we are really heading for democratization," she said.

President Barack Obama's Democratic administration has championed dialogue with Myanmar since taking over from Bush but has been cautious about a full lifting of sanctions, saying it needs to preserve leverage to encourage change.

Bush was in Washington to launch the Freedom Collection, which brings together mementos and lessons from dissidents and reformers. The collection has gone online and will eventually have a physical home at the George W. Bush Presidential Center at Southern Methodist University in Dallas.

The former president described the Arab Spring -- the protest wave that has toppled authoritarian leaders since early 2011 -- as part of the "extraordinary times in the history of freedom."

"Great change has come to a region where many thought it impossible. The idea that Arab people are somehow content with oppression has been discredited forever," Bush said.

Bush made no direct reference to the Iraq war, one of his most controversial legacies, but said that the "tactics of promoting freedom will vary case by case."

"America does not get to choose if a freedom revolution should begin or end in the Middle East, or elsewhere. It only gets to choose what side it is on," Bush said.

"But America's message should ring clear and strong: We stand for freedom and for the institutions and habits that make freedom work for everyone."

The Freedom Collection event, held blocks away from the White House, marked a rare return to the US capital for Bush, who quipped: "I actually found my freedom by leaving Washington."

Most pirates who do get captured are simply disarmed, dragged in their skiffs closer to Somali shores, and released.

As a Guardian headline this week sums it up, ?Outgunned Somali pirates can hardly believe their luck.?

Not all of the navies patrolling for pirates use gentle methods, of course. In November 2008, the Indian Navy sank a pirate ship in the Gulf of Aden. Russian Navy sailors apparently captured a Somali pirate ship earlier this year, and blew it up afterward. The video of this action went viral, alleging that the Russian sailors blew up the ship with the pirates on board, but there is no proof of that. (Advisory note: the video contains violence and may be difficult for sensitive viewers to watch). And on March 25, 2011, private security guards aboard a commercial freighter called the Avocet opened fire on an apparent Somali pirate crew aboard a skiff. The pirates never made it aboard the ship, but the video stirred controversy about the use of force in commercial shipping.

Does militarizing the seas actually deter piracy? The data don?t provide easy answers.

Since 2008, Somali pirate gangs have launched more than 800 attacks on commercial ships, with 170 ships hijacked, and 3,400 sailors held for ransom. Shipping firms have paid more than $530 million on private security firms during that time period, and $160 million was paid out to pirate gangs last year alone.

That, clearly, is the reason Somali gangs get into the pirate business. Do a few well-armed security guards onboard commercial ships, or a few naval patrol ships deter those pirates from taking to the high seas? Some point to the dropping number of pirate attacks ? from 45 attacks in 2010 to 24 in 2011 ? as a sign that naval patrolling and private security may be working.

It's been two years since we first heard of Toyota's electric vehicle plans and the company's finally ready to talk turkey on pricing. Announced at Los Angeles' Electric Vehicle Symposium yesterday, the "fully equipped" RAV4 EV will arrive before the end of the year for a few hundred shy of 50,000 bucks. The EV will reach up to 100 miles on a single charge, which can be reportedly replenished in around six hours from a 240V charger, while LED and halogen headlights are the latest design additions. The RAV4 will go up for sale in Sacramento, San Francisco, Los Angeles and San Diego -- if you're somewhere in California, you have a shot of getting one. Toyota's got all the details in a press release right after the break.
